The World Bank Jakarta Office is seeking for candidates to fill the position of:

Operations Officer – Rural Department (1 position) – code:OO-RD

Two years Local Appointment
The World Bank seeks a highly motivated, experienced professional in rural development to join our team working with central and local government and rural communities on innovative projects focused on improving the lives of poor people. The Bank’s RD program in Indonesia includes work on both sector policy analysis and projects, covering among others, the following themes: agricultural services, water resources management, coastal resources management, land titling and administration, avian influenza control, rural infrastructure, and local governance and accountability.
The Successful candidate will:
Support in particular the bank’s program in agricultural services and avian influenza control. Participate as a member of Bank task teams and undertake relevant sectoral policy, institutional and stakeholder analysis to support the design and processing of new projects in the rapidly evolving and challenging context of decentralizing Indonesia. Contribute to the Bank’s policy dialogue with the Government of Indonesia on agricultural and rural development issues, as well as decentralization and improved governance, through analysis, research, policy briefs and linking these to project activities and design. Take responsibility for Bank task team leadership of supervision of specific projects already under implementation, having an important role in ensuring the quality of portfolio performance management through project implementation, monitoring and assistance.
The Successful candidate would be selected on the basis of the following qualification:
- Preferable a Master’s degree or higher, with specialization in agricultural economics, rural development, public policy, planning or related social science.
- Self-starter, strong leadership and advocacy qualities, cross-sectoral and pragmatic problem-solving skills, and effective in working in a highly creative and multi-cultural team environment.
- Should have demonstrated the potential to develop professional, who with the relevant experience should be able to take on a more international role within the Bank, and work on countries in the East Asia Region.
- Strong Analytical, client relations and interpersonal skills, with seven years or more of professional experience in rural development or proverty alleviation programs.
- A good understanding of Indonesia’s decentralization and rural development policies and institutions, and track record of application of analytical skills to these issues.
- Strong public speaking and presentation skills, ability to present the World Bank’s mission and goals to a broad audience including local governments, NGOs and other stakeholder groups.
- Ability to operate effectively in matrix management environment, both as a team leader and team member.
- Strong oral and written English, and proficiency with computers and applications/software.
- Direct operational experience working on World Bank projects or those of other multilateral agencies or bilateral donors is preferred.

Supervision and Guidance:
The successful candidate will report to the sector manager, Environment and Socially sustainable Development, based in Jakarta. Work on specific pieces of analytical work and on projects will be with technical guidance from the RD Sector Coordinator in Jakarta and specific direction from project Task Team Leaders, and in consultation with other sector Coordinators in Jakarta Office as needed. The position in Jakarta-based but requires extensive travel within Indonesia. The Bank offers a term appointment for a minimum of two years, with possible extension subject to business need and satisfactory performance.
